Each year on December 15th, we celebrate Bill of Rights Day. The Bill of Rights is the first 10 changes, or amendments, made to the Constitution. While the Constitution established a strong national government and the rights of the states, it did not include anything about the rights of its citizens. As a result, some of the delegates refused to sign the Constitution until legal protection for the rights and freedoms of citizens was included. Three and half years after the Constitution became the official framework of the United States government, the Bill of Rights was ratified on December 15, 1791.
